Frank is a partner in the national Banking and Projects team, specialising in property matters.  Frank is named as a leading lawyer in the current editions of Chambers Global (real estate) and Doyle’s Guide to Australia Legal Profession (property and real estate).

• Acting for owners of QV.1 Building on ongoing leasing for, and all matters relating to, QV.1 Building, the premier office building in Perth.
• Acting for the State on the redevelopment of the Old Treasury Buildings site involving the appointment of a consortium for the refurbishment of the buildings into a high class boutique hotel and the construction of a new 34 level office tower, and arrangements with adjoining owners to create a public precinct.
• Acting for Colonial First State Investments on the acquisition of a half interest in the Alluvion Building during the construction phase, involving a joint ownership structure.
• Acting for Lend Lease Real Estate Investments on the acquisition of the Southlands Boulevarde Shopping Centre.
• Acting for Colonial First State Investments on the sale of office buildings at 16 Parliament Place, West Perth and 53 Ord Street, West Perth.
• Acting for Centro Properties Group on the sale of Centro Northgate Shopping Centre.
• Acting for Woodside Energy on land tenure arrangements for Pluto and Browse LNG projects.
• Acting for Metcash on the divestment of 11 supermarkets by way of establishing a joint venture in which the seller retained an interest and the subsequent sublease of each supermarket to the joint venture.
• Acting for BHP Billiton on global facilities management contracts for all premises occupied by BHP Billiton companies in the Perth CBD.
• Acting for Mirvac in relation to The Peninsula at Burswood, the largest master planned community in Western Australia including 7 residential towers and having over 1,200 living units.
• Acting for Doric Group on the Rivershores development at North Fremantle comprising luxury residential apartments, involving the purchase of a 50% interest and preparing joint venture and development management documents.
• Acting for Mirvac on The Point development at Mandurah comprising 3 towers with residential apartments, serviced apartments, a hotel, bar and brasserie and speciality retail space.
• Acting for Frasers Property Group in relation to Queens Riverside Project, a mixed use development in East Perth, comprising approximately 350 residential apartments and townhouses, commercial space, retail outlets, serviced apartments and an apartment hotel to be constructed over 4 stages.
• Acting for Brookfield Multiplex in relation to the redevelopment of Claremont Shopping Centre into a new shopping and entertainment complex with residential apartment towers.
• Acting for Multiplex Living in relation to Vale, a 4,500 lot master planned private community in the Swan Valley.
• Acting for Frasers Property Group in relation to Frasers Landing, residential development at Mandurah, involving house and land packages on survey strata lots, completed apartments in strata schemes and community facilities.
• Acting for Brookfield Residential Properties on the sale of the residential community projects known as Vale and Whiteman Edge.

Frank graduated from the University of Western Australia in 1994 with a Bachelor of Laws (First Class Honours).  Frank has been with Freehills since commencing articles in 1995 and has been in the property group for the last 15 years. 

Frank is a member of the Conveyancing Subcommittee and General Conditions Committee of the Law Society and since 2004 has been tutoring final year law students on Commercial Practice Conveyancing and Drafting at the University of Western Australia.

Frank has been a member of the Residential Committee of Property Council of Australia since 2004, provides consultation to the WA Tenure Committee in relation to reform to strata subdivision legislation and has written the Strata Titles paper for the College of Law.
